Dr. D'Elia was born in 1971. He got the graduation in Civil Engineering at La Sapienza University of Rome in 1992. He gained the Ph.D. in Geotechnical Engineering in 2001 and the Master in Business Administration in 2008. Since 2009, he is member of the board of the Italian Geotechnical Association.

His research activity in the field of geotechnical engineering was conducted at La Sapienza University of Rome and at the University of California at Los Angeles. His principal scientific interests were in Earthquake Geotechnical Engineering; more in detail, he studied the cyclic and dynamic behaviour of soils, carrying out laboratory tests and constitutive modelling analyses.

In DMS, as senior engineer and project manager, Dr. D'Elia has been involved in several projects, for many different clients. In his actual role of DMS's CEO, he has developed a significant experience in the field of accounting, finance, marketing and human resource management.
